Impact Statement: A review of all Listing Reports is necessary to determine which products comply with new/revised certification requirements. This only impacts products with an open reservoir for containment of a fragrance substance.

Fees: A nominal fee of $300 will be charged per Certification Report to add necessary Manufacturer and Follow-Up Service Special Instructions.
Summary of Requirements: Effective July 31, 2015, Air Fresheners and Deodorizers incorporating an open reservoir for containment of a fragrance substance, shall not become liquid when heated in the normal operation of the product. This additional requirement is to verify continued compliance with UL 283 Paragraph 1.6 which states: "These requirements do not cover direct plug-in appliances with open reservoirs for the addition of either a liquid or a substance that when heated becomes a liquid."
Action Required: Manufacturers of air freshener products intended to accept a substance for placement in an open reservoir will need to be prepared to operate a product with the fragrance substance shipped with it. The Intertek Field Representative will choose an air freshener product, and substances shipped with it, from current production. The production sample identified will be operated from the beginning of the Quarterly Inspection to allow sufficient time for heating of the fragrance substance, but not less than 2 hours.
Current Listings Not Active? – Please immediately identify any current Listing Reports or products that are no longer active and should be removed from our records. We will do this at no charge as long as Intertek is notified in writing prior to the review of your reports.
11.XX Follow-Up Services Special Instructions for Open Reservoir Air Fresheners and Deodorizers
Follow-Up Services Field Representative will, upon arrival at the manufacturing location, identify from production any air fresheners or deodorizer with an open reservoir (see table below). This production sample (s) is to be then operated at nominal 120 volts AC power during the course of the usual Field Representative Quarterly Inspection work, but not less than 2 hours. The open reservoir air freshener or deodorizer is to be operated with the intended and provided fragrance substance to determine that the substance does not melt becoming a liquid.
If identified production sample complies with the above (no melting after a minimum of 2 hours operation), the Inspection Report is to indicate a Pass.
If identified production sample does not comply with the above (melting of the fragrance substance), the Inspection Report is to indicate a Fail and Production of that unit is to be held (or ETL Certification Marks removed).
