U.S. – CPSC Publishes Direct Final Rule for Carriages and Strollers Safety Standard

The Consumer Product Safety Commission (CPSC) has published a direct final rule in the Federal Register that makes changes to the Federal safety requirements for carriages and strollers. The rule updates the mandatory standard for carriages and strollers to incorporate by reference ASTM F833-21, ASTM’s 2021 version of the standard for carriages and strollers.

This rule will become effective on February 15, 2022, since the commission did not receive a significant adverse comment by December 20, 2021. ASTM published F833-21 in August and it has several major changes such as:

• Allowing testing to be conducted on an uncovered concrete floor except when testing explicitly specifies a different surface.
  • Wheel detachment from axle testing (section 7.13.1) and parking brake testing (section 7.6) must be conducted on the surface they specify and cannot be conducted on an uncovered concrete floor.
• Provides for three different test methods, which are specified in 6.3.1, 6.3.2, and 6.3.3, for evaluating the parking brake release mechanism for each seating position of the product.
• Adds section 6.7.1, an impact test requirement, and the method for testing.
• Clearly restates the requirements with which a combination unit of a car seat on a stroller must conform.
• Various minor revisions related to renumbering of sections and figures, changes to punctuation and spacing, grammatical improvements and the addition of units to the first value when a range of values is given.
