Results of China Market Textile and Footwear Spot Checks in May 2017

Bedding Articles
In May, the Ningxia Administration of Quality supervision launched the special product quality supervision for bedding articles.
As a result of the inspection of 58 batches, 37 batches failed.
Primary failed items: pH value, formaldehyde and fiber content.
Children’s Wear
In May, the Guangdong Administration of Quality supervision, Guizhou Administration of Quality supervision, Fujiang Administration of Quality supervision, Ningxia Administration of Quality supervision, Shanghai Administration of Quality supervision, Weifang Administration of Quality supervision, Beijing, Shanghai, Chengdu and Zhengjiang AIC, Shanghai CIQ and Qingpu (Shanghai) Marketing supervision Administration launched a special product quality supervision and inspection for children’s wear.
This spot check was conducted according GB 5296.4-2012 "Instruction for use of products of consumer interest," GB 18401 "National general safety technical code for textile products," GB 31701“Safety technical code for infants and children textile products,” GB/T 29862-2103 "Identification of fiber content," GB/T 31900 “Woven children's clothing,” FZ/T 81003 “Children's Clothing and Student's Wear,” FZ/T 73025 “Knitted Garment and Adornment For Infants,” FZ/T 81014 “Infant's Wear,” GB/T 2660 “Shirts and Blouses,” GB/T 2662 “Cotton Wadded Clothes,” GB/T 8878 “Cotton Knitted Underwear,” GB/T 22853“Knitted Sportswear,” GB/T 22849 “Knitted T-shirt,” FZ/T 73005 “Low wool content and wool like knitting goods,” FZ/T 73010 “Knitted Workmanship Sweater,” FZ/T 73017 “Knitted Homewear,” FZ/T 73018 “Wool Knitting Goods,” FZ/T 73020“Knitted casual wear,” FZ/T 73026 “Knitted skirt and ladies suit,” FZ/T 73045 “Knitted children’s wear,” FZ/T 81004 “Skirts and Skirted suit,” FZ/T 81006 “Jeanswear” and FZ/T 81007“Casual Wear.”
Results: In Guangdong, 50 batches were inspected and 7 batches failed; in Guizhou, 30 batches were inspected and 8 batches failed; in Fujian, 24 batches were inspected and 2 batches failed; in Nigxia 33 batches were inspected and 16 batches failed; in Beijing products from 44 factories and companies were inspected and 21 units failed; in Shanghai, 6,471 batches were inspected and 1,037 batches failed for the first half year of 2017 (2017.01.01-2017.05.15 ,especially imported children’s wear, toys, food and diapers); also in Shanghai, 81 batches were inspected and 16 batches failed; Shanghai AIC also held an inspection of 11 online shops, resulting in failure of 30 out of 96 batches; in Zhejiang, 100 batches were inspected and 22 batches failed; and in Qingpu (Shanghai), 38 batches were inspected and 2 batches failed.
Primary failed items: pH value, formaldehyde, colorfastness to water, safety requirements of cords and drawstrings, fiber content, permanent label and banned Azo dyestuff.
Sportswear
In May, the Chengdu AIC launched a spot check for sportswear in the commodity circulation.
The key items inspected on these samples were formaldehyde content, pH value, odor, banned Azo dyestuff, colorfastness to water, colorfastness to perspiration, colorfastness to rubbing, colorfastness to washing, colorfastness to light, fiber content and user instruction.
Primary fail items: user instruction, colorfastness to rubbing and colorfastness to light.
Undergarments
In May, the Chengdu CIQ launched an inspection for undergarments.
The key items inspected on these samples were formaldehyde, pH value, banned Azo dyestuff, colorfastness, warmth retention, fiber content, pilling, odor and user instruction.
Primary failed items: fiber content, pH value and colorfastness.
Footwear
In May, the Shanghai Administration of Quality supervision, Zhejiang Administration of Quality supervision, Fujian Administration of Quality supervision, Guizhou Administration of Quality supervision, Beijing AIC, Shanghai AIC, Anhui AIC and Wenzhou Marketing supervision Administration launched a special product quality supervision and inspection for athletic footwear, leather footwear and children’s wear.
This spot check was conducted according to QB/T2880-2007 “Children's leather shoes,”GB25036-2010 “Children’s Canvas Rubber Footwear,” QB/T 4331-2012 “Children's Athletic Shoes,” QB/T 4546-2013“Children's leather shoes” and GB 30585-2014 “Safety Technical specifications for Children's footwear.”
The key items inspected on these samples were appearance, physical properties (odor, outsole hardness, loading strength, abrasion, flexing, colorfastness to rubbing of lining and insock, sole bond of outsole and midsole, shank stiffness, shank hardness, flexing resistance), chemical properties (banned Azo dyestuff, chromium VI, phthalates, formaldehyde content, pH value, heavy metals).
The Shanghai spot check resulted in17 failed batches; there were no failed batches in the Zhejiang spot check of 15 batches; the Fujian spot check found that of 25 inspected batches, 5 batches failed; of the 30 batches inspected in Guizhou, no batches failed; in Shanghai, during inspection of 44 companies, 9 units failed, with a special focus on children’s footwear sold on 7 websites, 18 out of 48 batches were failed and 3 batches with nameless product name, manufacturer and address; in Anhui, of the 20 batches inspected, 13 failed; and in Wenzhou, 15 batches were inspected and 5 batches failed.
Primary failed items: feeling and appearance, outsole hardness, flexing, sole loading, colorfastness to rubbing of lining and insock, formaldehyde content, chromium VI, phthalates (6P), label, shank stiffness and shank hardness.
Textiles & Apparel
In May, the Shanghai AIC, Guangzhou AIC and Wenzhou Marketing supervision Administration launched a special product quality supervision and inspection for textiles and apparel.
The Shanghai AIC checked products sold in outlets and found 23 of 110 batches failed, resulting in a failure rate of 20.9%, a decrease of 4% compared to last year; the Guangzhou AIC checked 183 batches, with 67 failed batches; and of the 15 batches checked by Wenzhou Marketing supervision Administration, 6 batches failed.
Primary failed items: colorfastness, fiber content, bonding strength and user instruction. Compared to previous years, failures in colorfastness increased, with 9 batches failing in colorfastness to water, colorfastness to perspiration and colorfastness to rubbing.
