Taiwan launches Phase 1 existing chemical substance registration

Intertek helps companies comply with March 31st Registration Deadline
Mississauga, ON – Intertek, a leading provider of quality solutions worldwide, supports companies struggling to meet the Phase I existing chemical substance registration deadline in Taiwan.Under the revised Taiwan Toxic Chemical Substance Control Act (TCSCA), domestic manufacturers and importers are required to submit Phase I registrations for all existing chemical substances manufactured or imported with a volume >100kg/y to the Environmental Protection Administration (EPA) before March 31, 2016. Those who fail to register on time may be subject to penalties including a maximum fine of NTD 300,000, suspension of business or shipment return.
TCSCA only allows domestic manufacturers and importers to submit Phase I registrations; therefore, foreign companies exporting to Taiwan may be required to provide confidential business information (known as CBI), which can include details of product composition, in order to comply with the registration deadline. They can also disclose their CBI to a third-party consultant (based in Taiwan), who can submit the Phase I registration on their behalf as an authorized third-party representative.
Ms. Joyce Borkhoff, Global Regulatory Expert within Intertek Health, Environmental and Regulatory Services, states “Calculating the accurate volume of a substance, or tracking the volume of a substance imported into Taiwan in the past 3 years, can prove to be a challenge for many companies. In order to reduce the workload of volume tracking and calculation, Phase I registration can be based on estimated volume and can include all substances, even if import/manufacture volumes are less than 100kg/y. The clock is ticking and given the very tight deadline, companies must act now.”
