(Hong Kong) Under the Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA) and the Guangdong Agreement, Intertek Hong Kong is now able to offer China Compulsory Certification (CCC) testing services for audio-visual (AV) products in collaboration with the designated Mainland Certification Body – China Quality Certification Centre (CQC) – effective March 1, 2015. To be eligible for the CCC Mark certification service in Hong Kong, the products concerned have to be designed and prototyped in Hong Kong and then processed or manufactured in Guangdong province.
In addition to AV apparatus, Intertek Hong Kong has also been accredited by the Certification and Accreditation Administration of the People’s Republic of China (CNCA) to offer testing under the CCC System of products in the categories of lighting apparatus, portable general-purpose luminaires, and toys.
AV apparatus is the first product category under the CCC System to be liberalized for Hong Kong testing laboratories. As of now, Intertek is the only global quality solutions provider qualified to provide CCC Mark certification of AV apparatus in Hong Kong.
To obtain the certification, product testing by Intertek, a CNCA-designated laboratory, followed by factory inspection from CQC, a designated Mainland Certification Body, is required.

What is CCC?
CCC is a product-certification system administered in China and similar to other certifications, such as the EU CE Mark system. Introduced on May 1, 2002, CCC was designed to unify national standards, technical regulations, assessment procedures, product categories, certification marks, and certification fees by replacing China’s previous systems, CCIB and CCEE, with a single new system.
The CCC Mark is a mandatory certification mark that must be displayed on a wide range of products that come under the Compulsory Product Certification Directory within the CCC System. The mark must be affixed to products before their dispatch from Chinese factories and also before they are imported, sold, or used on business premises.
Failure to comply with CCC regulations will lead to imported goods being detained at the border or repatriation to the manufacturer. Improper use of CCC Mark on products without certification will also result in fines and penalties.
What are CEPA and the Guangdong Agreement?
CEPA is a free-trade agreement concluded by the Mainland and Hong Kong. CEPA covers three areas: trade in goods, trade in services, and trade and investment facilitation. Under CEPA and the Guangdong Agreement, which was signed in December 2014, accredited testing laboratories in Hong Kong can undertake testing of products in the “AV apparatus” category of the CCC system, effective from March 1, 2015.
