Kal Bening, HBSc., Regulatory Manager
Kal Bening is a Regulatory Manager and has been with the Intertek Scientific & Regulatory Consultancy’s Chemicals Group team since 2003. Working with numerous clients, Ms. Bening’s primary focus and role include providing clients with timely and cost-effective regulatory strategies under the various new and existing chemical notification programs.
Her breadth of expertise centers around providing regulatory and scientific advice to clients to promote compliance with the New Substances Notification Regulations (NSNR) under the Canadian Environmental Protection Act (CEPA),
the Australian National Industrial Chemicals Notification and Assessment Scheme (NICNAS), and other similar initiatives around the world in countries such as China and South Korea. Ms. Bening will be at the forefront of assisting clients with understanding the upcoming changes as part of the NICNAS reform and identifying the requirements under this new framework.
By analyzing and interpreting the requirements of these global regulations, Ms. Bening effectively responds to her clients’ needs and has effectively managedand prepared the submission of many Notifications. In this context, Ms. Bening gathers, interprets, and delivers the necessary compositional information, toxicological data, physical-chemical properties and product-support information. Her organizational skills, communication skills and knowledge of regulations aid
the team in providing timely and cost-effective regulatory strategies based on the successful use of surrogate data, estimation methods, and waiver requests to meet complex requirements for physical-chemical, toxicological and
ecotoxicological data prescribed under the various new and existing chemical notification programs.
Her knowledge of the regulations and ability to critically evaluate the available data and exposure scenarios allows her to proactively develop risk-hazard profiles, advise clients on possible risk management measures and collaborate with government regulators to deliver successful outcomes.
As a global leader in developing toxic substance management initiatives, Canada has developed the Canadian Chemicals Management Plan (CMP) aimed at reducing the risks posed by chemicals to Canadians and their environment. Ms. Bening’s clients rely on her to help them understand and effectively comply with government Notices and voluntary surveys for the management of many different chemicals under these initiatives.
