It is internationally recognized and accepted that cosmetic ingredient labelling has to be standardized and consequently a nomenclature was developed for cosmetic ingredients known as INCI (International Nomenclature of Cosmetic Ingredients).
For the most part, these names are harmonized to allow for ease of marketing and identification; however, it is known that the EU list of INCI names occasionally vary from that published in the INCI handbooks particularly with botanical ingredients.
The consumer and competent authorities are first introduced to cosmetic products through visual inspection of the packaging and ingredient listing to help them identify any ingredient they may find unacceptable for their particular skin type or in the case of the authorities, the first stage of enforcing compliance.
